Steven C. Testan is the Founder and Senior Managing Partner of the Law Offices of Testan Law, the largest workers compensation defense law firm in the United States. ATB currently employs 140 attorneys in 27 offices servicing 13 states. He has practiced in the field of Workers’ Compensation for over 30 years.
Mr. Testan has devoted his entire legal career to the pursuit of excellence in the defense of litigated workers’ compensation claims. In 1996 Mr. Testan founded Testan Law, where he pioneered the concept of a state wide multi venued private law firm in the state of California. Thereafter, Mr. Testan continued the multi venue approach expanding into 12 additional state jurisdictions.
Mr. Testan has remained dedicated to quality legal counsel coupled with organizational values built upon a mission to embrace the corporate culture of each and every one of his clients. With a top down commitment to operational excellence he has continually made significant investments in creating an organization that can consistently align around the client’s culture and goals to deliver superior outcomes.
To raise the sophistication and delivery of a highly administrative legal process, he has sought opportunities to leverage his organizations extensive database of experience. He had a vision to use that information for his client’s collective benefit. In recent years Mr. Testan has worked tirelessly to integrate claims consulting and analytics into the practice of workers compensation law. Mr. Testan created Director level positions for analytics and consulting within Testan Law. He has used the highly credentialed and experienced talent he staffed to produce outcomes exceeding industry benchmarks. Now embracing predictive modeling, he is creating cutting edge technology to support the future of performance based metrics and a culture of continuous improvement.
As a trial attorney, author, speaker, guest faculty member of the Harvard School of Public Health, former member of the Board of Governor’s of the California Insurance Guarantee Association, and business leader, he has consistently lead through innovation.
Mr. Testan began his career in the insurance industry as a workers’ compensation claims examiner. During this time he worked his way through law school attending Glendale University College of Law, where he earned his Juris Doctor in 1980. Mr. Testan sat for and successfully completed the California Bar Examination in 1980. Mr. Testan’s first job as an attorney was at a Domestic Insurance Carrier, as in-house counsel, where he honed his notable skills as a trial attorney. He was admitted to practice before the U.S. Court of Appeals for the 9th Circuit and The U. S. District Court, Central District of California in 1981. He was appointed as Judge Pro Tem for the Los Angeles and Santa Monica Workers Compensation Appeals Board. In addition, Mr. Testan was admitted to practice before the Supreme Court of the United States of America in 2011. Most recently, on February 9, 2015, Mr. Testan was sworn in and admitted to the Washington, D.C. Bar.
