Practice Description

For almost 47 years, Mr. Watson has been actively involved before the Florida Public Service Commission on a variety of matters relating primarily to natural gas public utilities, an intrastate natural gas transmission pipeline, and non-utility electric generators. His natural gas utility experience includes representation of utilities in contested rate and recovery clause cases, franchise areas, special contracts, the regulatory treatment of natural gas contracts, new tariff provisions, and administrative rulemaking proceedings. His non-utility generator experience includes representation of such entities in connection with the negotiation or amendment of power purchase and interconnection agreements with electric public utilities, obtaining lender approval of amendments to power purchase agreements and other financing documents, and litigation involving disputes over various provisions of power purchase agreements between non-utility generators and electric public utilities. He has also advised clients with respect to the Florida Natural Gas Pipeline Siting Act, on which he provided input to the Florida Legislature before the law’s enactment.

During the same period, Mr. Watson has advised individual and trade association member clients with respect to food labeling and other regulated food issues, primarily in the area of fruit and vegetable juices and juice products.
