Carmody is an experienced government contracts attorney with both law firm and government experience.
Carmody served as Senior Assistant General Counsel for the General Services Administration for five (5) years. During this time, she provided counsel for numerous contracts for the GSA Integrated Technology Service, including the Satcom II, HSPD-12, Connections, Connections II, and Networx acquisitions, as well as for the GSA Signatory on the Federal Acquisition Regulation (FAR) Council on matters including the E-verify rule, FAPIIS and inverted domestic corporations. Duties included advising on all stages of acquisition and the contract life-cycle, from acquisition planning to representing GSA before GAO to defending protested awards, as well as training contracting officers and political appointees.
Prior to working at GSA, Carmody was an attorney, Office of the Chief Counsel, for the U.S. Customs and Border Protection, Department of Homeland Security. In this position, she advised the CBP procurement staff on all stages of acquisitions and represented CBP in several protests before the GAO, dispute before the Board of Contract Appeals, and as lead agency counsel at the Court of Federal Claims regarding acquisitions involving information technology, vehicle storage and auctioning services, canine suppliers, and Border Patrol horse stabling.
