Cathy Garza is a commercial litigator who advises on energy, construction, and business disputes before state and federal courts as well as state agencies such as the Public Utility Commission of Texas and the Railroad Commission of Texas. With a focus on the energy industry, she has represented Fortune 500 companies, electric utilities, electric cooperatives, drilling contractors and oilfield services companies in a variety of complex matters. In legal proceedings and responses to emergency situations, Cathy provides creative and results-oriented counsel to her clients on substantive legal issues and legal strategy.
She is admitted to practice in the Southern, Eastern and Western Districts of Texas and the US Court of Appeals for the Fifth Circuit. In February 2017, Cathy successfully argued before a Fifth Circuit panel which ruled in her client’s favor shortly thereafter. Cathy also regularly advises clients on federal, state, and local contracting and procurement law, including on the defensibility of availability and disparity studies and the implementation of M/WBE, DBE, SBE, and HUB programs.
Prior to joining Eversheds Sutherland (US), Cathy was an attorney at a nationally recognized litigation boutique in Houston. During law school, Cathy served on the Texas International Law Journal, where she was awarded the Most Valuable Staffer. She also gained invaluable experience interning with the Williamson County District Attorney’s Office. Before law school, Cathy worked as a gas marketing accountant for ConocoPhillips.
