ABOUT Daniel W. Langley

Dan Langley is board certified by the Florida Bar in City, County, and Local Government Law. He has a broad range of experience representing municipalities and private clients in all aspects of local government law matters. Dan Langley has developed an extensive level of expertise and experience in land use litigation, including, comprehensive plan consistency challenges, writ of certiorari proceedings, administrative challenges to comprehensive plan amendments and volusia growth management commission proceedings; eminent domain and inverse condemnation proceedings, including Bert J. Harris Act Claims; real estate acquisitions/transactions; electronic sweepstakes/simulated gambling device regulation and enforcement; development order application reviews, including comprehensive plan amendments, rezonings, plats, special exceptions, conditional use permits, and variances; development agreements for and with local governments; procurement/bid protests; construction litigation, including defects, warranty, change order, delay, resequencing, and constructive acceleration claims; code enforcement and code enforcement lien foreclosure/collection; contract review and negotiations; ordinance drafting and interpretation; Public Records Act litigation; general and revenue bond issues and equipment leases; municipal redistricting litigation; and challenges to constitutionality of ordinances.

Dan attends various types of municipal board meetings as legal counsel, giving advice to City Council/Commission, Code Enforcement Board, Planning & Zoning Board, Board of Adjustment, Redistricting Commission, Development Review Committee, Charter Review Committee and Employee Grievance Adjustment Board. He advises board members on all pertinent legal issues, including requirements of state laws and municipal codes, quasi-judicial procedures, compliance with Florida’s Sunshine Law, Public Records Law and Code of Ethics for Public Officers.
