James McQueen is a native of Williamson, Mingo County, W.Va. He earned his bachelor's degree in general engineering from the United States Naval Academy in Annapolis, Md. He served as an officer in the U.S. Navy from 1967 to 1971, before earning his law degree from the University of Kentucky College of Law. He was admitted to practice in West Virginia in 1974 and to the U.S. District Courts for the Northern and Southern Districts of West Virginia and the U.S. Court of Appeals for the 4th Circuit Court of Appeals that same year.

Mr. McQueen is also a qualified mediator and arbitrator in areas of tort litigation, insurance litigation and business litigation.
