ABOUT Kenneth C. Foltz, Sr.

Kenneth C. Foltz, Sr. is skilled in assisting commercial clients on a wide range of issues including property and building sales and acquisitions, industrial, office and residential developments, zoning and planning compliance, mid-to-large scale leases and loan transactions. A member of the firm's Management Committee, Ken is a partner in the Construction and Government Relations Practices Groups and is chair of the firm's Real Estate Practice Group.

In terms of Ken's governmental relations experience, he has represented clients in matters such as obtaining government contracts, legislative action and regulatory compliance. Ken was instrumental in obtaining passage of legislation to create the Pittsburgh Parking Court. He has advised and directed clients on many complex government procedure projects, focusing on compliance with government bidding requirements and alternative procurement methods. Some of these projects include:

· Complex construction manager at risk with a Guaranteed Maximum Price (GMP) project

· Design/bid/build contract for a multimillion-dollar construction project

· Creation of Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation programs

· Creation of bidder pre-qualification programs

From 1995-2001, Ken served as the Economic Development and Transportation Director for U.S. Congressman Mike Doyle. During his time in this position, Ken was instrumental in the structuring of multiple multimillion-dollar development projects, including brownfield redevelopments, business relocations and expansions and high-technology business/university collaborations. His success in this field can be attributed to his ability to build coalitions of local, state and federal support, identifying and obtaining funding from multiple governmental sources and being able to address infrastructure needs.

Regarding Ken's real estate experience, Ken has represented clients in a broad range of real estate and land use matters, including leasing, acquisition, zoning, land use regulation, and preparation and negotiation of financing/loan documents. Ken has also assisted clients with planned residential community and condominium developments and governance. During the course of his career, Ken has also focused on the creation of office and industrial park associations, which provide for the management, governance and funding of the applicable office or industrial park. He has created various complex office and industrial park associations, customizing each to meet the unique characteristics of the park and park owner's needs.
