Mike Molinaro’s practice encompasses work in education, municipal and administrative law. He has more than 40 years of education experience, including 16 years as a teacher in the Prince George’s County Public School System and as an adjunct instructor at a local community college.
In his work with Carney, Kelehan, Bresler, Bennett and Scherr, Mr. Molinaro advises public school systems in matters related to policy, student discipline and transfers, procurement, facilities, insurance, business transactions and personnel issues. He prepares contracts; reviews procurement issues and disputes; and drafts leases, easements and other instruments affecting real property.
Mr. Molinaro also defends school systems in administrative hearings and in Maryland’s circuit courts. Calling upon his extensive experience with several county public school systems, Mr. Molinaro serves a number of the firm’s educational clients, including Howard Community College.
As part of his municipal law practice, Mr. Molinaro advises the Howard County Board of Elections concerning its interactions with county and state governments. He also counsels them in cases regarding public employees, contracts and public functions of the agencies.
