ABOUT Robert W. Quillin II

ROB QUILLIN devotes his practice to representing governmental clients, lenders, real estate developers, businesses and individuals with matters involving real estate, eminent domain, municipal law, contracts, corporate law, bankruptcy and civil litigation.

Mr. Quillin’s governmental work on behalf of housing authorities, utility districts, municipal utilities and cities includes handling a very large volume of eminent domain lawsuits involving the acquisition of utility easements and of whole parcels of land for redevelopment and neighborhood improvement; advising them in the acquisition of real property; representing their governing boards during the conduct of their public meetings; advising and representing a housing authority client through contentious litigation over the composition and make-up of its governing board; representation of utility district clients in litigation with other utility districts, municipal utilities and cities over the scope of the utility districts’ service territory; service as issuer’s counsel for bond transactions; prosecution of detainer actions against housing authority tenants to recover possession of apartment units; representing housing authority clients in construction lawsuits against contractors and/or bonding companies; and providing general legal advice on the vast multitude of legal issues facing such governmental clients.

Mr. Quillin represents lenders in Chapter 7, 11, 12 and 13 bankruptcies including plan objection/confirmation, reaffirmations, adversary proceedings and obtaining stay relief. He frequently conducts foreclosure sales and pursues repossessions of personal property and deficiency actions on behalf of lender clients. He also represents lender clients in court and in arbitration in disputes over title issues and has defended lender liability claims in federal court.

Mr. Quillin assists real estate developers, businesses, and property owners with the financing, sale/purchase, leasing, entity formation, and development of commercial shopping centers in multiple states. He assists business clients with the drafting and negotiation of long-term contracts for supplying raw materials to mid-size and Fortune 500 manufacturers and provides general corporate counseling. He regularly represents clients in commercial litigation in state, federal and appellate courts including disputes with contractors, the resolution of title issues, and disputes with tenants and adjoining property owners. Mr. Quillin also has represented numerous individuals in probate court.

Mr. Quillin previously served on the City of Knoxville’s Solicitations Board and currently serves as a Hearing Officer for certain matters by appointment of the Knox County Mayor with the consent of the Knox County Commission, and serves on the firm’s management committee. He is actively involved in his church and is particularly proud that he has coached several Upward Sports basketball, soccer, and football teams.
