Stephen M. Reams is a partner in the Atlanta office of Smith Currie. Steve concentrates his practice on construction law and commercial litigation. He represents owners, developers, general contractors, and subcontractors in state and federal court and in alternative dispute resolution processes throughout the United States. His practice also includes drafting and negotiating construction and design contracts and advising parties during projects. He has counseled clients on numerous projects involving retail malls, professional sports stadiums, public housing, hotels, condominiums, medical facilities, government contracts, schools and Native American tribal lands. Steve also has extensive knowledge of alternative project delivery methods such as design-build, P-3, and multi-party agreements.
Steve received his law degree from the University of Notre Dame where he participated in the year-long Concannon Programme of International Law in London England. He earned his undergraduate degree from Centre College in Kentucky. Steve played four years of NCAA football while studying at Centre College.

Steve has published numerous articles related to construction law and also co-authored Chapter Six - “Limitations on Damages and Waivers of Consequential Damages” for The Construction Contracts Book (How to Find Common Ground in Negotiating the 2007 Industry Form Contract Documents) 2d Ed. American Bar Association 2008.
The Design-Build Institute of America (DBIA): Steve serves as a national instructor for the DBIA. He teaches the Design-Build Contract and Risk Management course, which is a required component for DBIA certification. The course highlights the advantages of design-build project delivery and equips construction industry professionals to manage the unique contractual, insurance and bonding risks associated with design-build. Steve has taught this course at locations throughout the United States and internationally to design and construction professionals from the private, public and military sectors. Recent notable teaching engagements have included The City of Winnipeg, Manitoba; New York and New Jersey Port Authority; The Department of Veterans’ Affairs; San Mateo County, California Transit Authority; The General Services Administration (GSA); The Hawaii Department of Education; The National Renewable Energy Laboratory; The Oak Ridge National Laboratory; The Army National Guard; The Pentagon; The Panama Canal Authority; The Bureau of Reclamation; and numerous private attendees from the construction and design sectors across the country.
He also co-presented “Advancing the Design While Avoiding Misunderstandings on Design-Build Projects,” Design-Build 2013 Conference & Expo, Las Vegas, Nevada, 2013 and “Qualifications Based Selection,” DBIA National Conference, Las Vegas, Nevada, 2011.
The International Council of Shopping Centers (ICSC): Steve taught “Insurance and Risk Management” and “Construction Law Insurance and Ethics” for the John T. Riordan School for Retail Real Estate Professionals, International Conference of Shopping Centers (ICSC), Miami, Florida, 2014. He has also served as a speaker for the ICSC’s annual national law conference presentation “Environmentally Responsible Retail Development - Drafting sustainability clauses for use on design, construction and design-build projects for ground up retail construction projects and major renovations;” The AIA Documents - You Don’t Know What You Don’t Know;” and “Coordinating Work Letters With Contractor Agreements for Tenant Improvements.”
Steve has also taught a number of CLE programs for attorneys including “The Law of Proving and Disproving Construction Damages at Trial” for Construction Law for the General Practitioner; ICLE April 2009.
